[Chinook] auto-client update

over the next week, chinook will be implementing a completely new type of
client that will significantly aid in service discovery and job submission
from the command-line and within Perl-based software systems.
this would transition chinook from 1.x to 2.0 status.
to date:
- Batch file configuration I/O
- Batch file I/O
have been implemented. Batch Files will be XML service definition files
that a user can modify and than submit to Chinook (with an associated
default or custom DiscoveryRule file)
two modes of executing will be available,
the batch_file_queue directory (batch files in this directory will be run
automatically by a listening service)
and run once execution (execute batch file and quit)
as part of this architecture, updates to database loading, dynamic
sequence readers, and abstracting configuration modifications will be
integrated.
