[Chinook] promoterwise in chinook

hi -

as part of getting file upload working, i set this up with promoterwise. 
 newer versions of chinook which also allow for file transfer will have 
this as a new parameter of type "FILE".
since promoterwise only needs sequences, a more standard version will 
also be available soon.
